The Universe works through Laws.
The Law of Attraction says that which is like unto itself is drawn - what we put out, we get back. We "put out" through our thoughts and our feelings; sending energy flowing outwards where it then magnetises other energy that is on a similar vibrational level and therefore bringing back to us more of what we have been putting out. In other words, what we focus most of our attention on and feel most strongly about, we are going to increase in our lives.
Unfortunately, most of us are focussed mainly on things we don't like, don't want, hate and want to get rid of. We think, talk and get worked up about illhealth, robbery, fraud, traffic jams, terrible weather, crowded trains or trains that don't run, terrorist attacks, rising prices, lack of money, bad judging, and so on and so on. All very negative things that we don't want in our lives but which we are increasing by the power of the attention we focus on them.
We are trained very early in our lives to look at the negative rather than the positive, and, since this way of seeing things is all around us, we soon take on the belief that safety is only to be found by holding on to the negative view.
The teaching is that, if we dream up the worst possible scenario, then whatever happens is unlikely to be as bad as our worst fears and we might survive it.
We spend most of our time and energy trying to change what already is and, when this doesn't work, we simply do more of the same, only putting more energy and commitment into it in a desparate attempt to this time put it right.
We don't see that what we are trying to do is change the past, and the past cannot be changed no matter how much effort goes into the battle.
So how do we view being sick or having an accident or being crippled or any other of the problems with which so many of us are beset? We have created the problem for some reason, although the reason is usually not something of which we are consciously aware. It is almost always a reason dating back to infancy or early childhood and is almost always to do with not having been valued enough just as we were without having to fit in with any specific way of behaving or looking or achieving or being.

What about having sick children or animals?
We are not creating their illness (no-one can create in another being's reality, only in their own) but we do attract into our reality those beings who are on a similar vibration to ourselves, although animals are often choosing to be with us in order to help us by showing us the areas in which we need to heal.
Drawing a sick child into our world is more to do with seeing ourselves as having to pay off Karmic debts or to put right some wrong we perceive ourselves as having committed, even though this is often not conscious belief.
Most of our creating of our reality is not conscious creating, anyway, but done through the belief systems we have taken on from others and the ways we have learned to feel about ourselves, our place in the world, our rights (or lack of them), and in particular our worth. And this is subconscious, as is the way we respond and react to what goes on around us.
We believe that if we pay attention to something we can change it. The problem is that we are paying attention to something we are not wanting - that must be so, if we are wanting to change it - and so what we are actually doing is pouring more energy into what we don't want and thereby creating more of what we don't want. The answer is to pay attention to the solution, not to the problem, so that the focus of attention is on the positive (on what we want) rather than on the negative (on what we don't want).
However, if we wish to create what we want, we have to focus our attention on having what we want; that is, actually seeing ourselves as already in possession of it. If we see it as something in the future, that is where it will stay - and we all know that tomorrow never comes! But we also have to allow what we want to come into our reality.
The second Law of the Universe is the Law of Allowing, which is simply letting ourselves receive what we are wanting. So often we have blocks to allowing what we want to come to us (even when we have been deliberately and purposefully seeing ourselves as having it in order to consciously create it), usually for much the same reasons as we created what we don't want in the first place.
